Our training improvement plans, by aviation college rector
Our training improvement plans, by aviation college rector
The Nigerian College of Aviation Technology (NCAT), Zaria, Kaduna State has concluded plans to improve its training facilities with the acquisition of additional trainer aircraft this year, its rector, Captain Mohammed Abdulsalami has said.
Abdulsalami said government has given approval to the college to acquire over 20 Diamond aircraft, which will be deployed for the training of pilots in the college.
Speaking in an interview, In Zaria, Kaduna State, the rector said the 20 Diamond trainer aircraft comprises five DA42 twin - engine and 15 with DA40 single engine.
He said the aim of the aircraft acquisition is to assert the institution as the foremost civil aviation training institution in Africa.
Abdulsalami said the college was safe and conducive for learning , allaying fears by some foreign students who were worried over reports on insecurity in the some parts of Northern Nigeria.
Abdusalam said the International Civil Aviation Organisation (ICAO) Regional Training Centre of Excellence (RTCE) status of NCAT had given the college global visibility and increased its ability to attract students from other parts of the world.
"There are very few RTCEs in the world. It takes a lot of effort and process before any institution is recognised as regional training centre of excellence.
"Right now, we have some foreign students in the college. Some from Cameroon, some from Gambia who are doing training and we expect more.
"The countries in West and Central African region have indicated interest in what NCAT is doing, so I am supposed to go and meet with them and discuss training opportunities here."
The rector, however, noted that some of the foreign students who had shown interest of coming to NCAT for their programmes were being discouraged that Zaria is not safe for learning.
"A lot of them that I have met with recently, have this misconception that Zaria is insecure. That is the main reason they are reluctant to come.
"We have gone to great length to convince them that Zaria is totally safe. We have had a lot of foreigners come and go without any problems.
"So they are being misinformed and some of them claim that it is their embassies that tell them that it is not safe to come to Zaria but we are making effort to disabuse people's mind in this regard," Abdulsalam said.
He further disclosed that an automatic fire simulator was being installed at NCAT to provide training for fire officers, which was hitherto done in Cameroun and other countries.
"We have another simulator that is being installed in Zaria for this year. The simulator is for firemen. It is automatic fire simulator.
"As you may be aware, we have never had fire simulator in Nigeria in spite of the number of firemen that we have in this country, all these years, we have been sending our firemen to Cameroon for training.
"So, this administration felt it is more economical for us to have our own simulator here in Nigeria and this decision was taken to house it here because we have the land. The simulator is being built in the United Kingdom.
"As you know, the Federal Airports Authority of Nigeria (FAAN), has firemen in every airport and you can imagine the number of firemen that require training and retraining.
"We also expect people from the Federal Fire Service to make use of this simulator," he said.
Meanwhile, NCAT has signed a Memorandum of Understanding (MoU ) with the Civil Aviation Authority of the Sierra Leone.
The MoU covers the training of its personnel.
Captain Mohammed who said the its signing of the MoU with the Sierra Leone CAA was due in part because of its improved status as a Regional Training Centre of Excellence ( RTCE) said the event to boost training partnership between both countries will take place next month.
“We are making a lot of efforts to collaborate with some of the universities .
I just returned from Tunisia and was asked to join the Bilateral Air Services Agreement (BASA) team between Nigeria and Tunisia, at the request of Tunisia. Tunisia wants a representative of NCAT to be part of the team because the country wants to collaborate with the institution.
" ,We a re making efforts on this issue. We have the Vice Chancellor of Madonna University with us in 2018 and it wants to set up an aircraft maintenance engineering school there and they have approached us for help in seeing this dream come to reality.”
The rector said the college has acquired a Boeing 737 simulator for recurrent training for pilots rated on the aircraft type.
He said : "
The initial plan for the Boeing 737 simulator aircraft was for it to be based in Lagos when the contract was awarded, but when this administration came into power, they took the decision to relocate it to Zaria. As we speak, the simulator is being installed in Zaria. So, when that decision was made, we had to move because the contract didn’t include the housing of the simulator. The contract was for acquisition and installation of Boeing 737GN simulator.
" So we looked at our existing facilities if they were adequate enough to house the simulator, but the simulator manufacturer after seeing the dimension, said the building was inadequate and when we looked at the cost of modifying and building another one to accommodate the simulator, so, we now had to make an arrangement to build a new complex that will house the simulator. So, we have to now start the process from the scratch; we have to get consultants, gets the plan approved by the manufacturer before we could go forward. We had to go to the Federal Executive Council (FEC) for the contract to be awarded. It was only last year that we got FEC approval for the building. We have awarded the contract and it is our belief that the building would be completed and the simulator would be installed this year.
" The simulator has been constructed, but it is there waiting for shipment; it is too big to enter a container. So, when they bring it in the counter, they won’t be able to cover it. So, if they bring it in and the building is not ready, it would be exposed to the elements and that is why the manufacturer advised us not to expose it until the building is ready. This simulator is very sensitive to temperature and humidity and all the parts were made by Boeing. We believe that the stimulator would be installed this year."
He further said : " In addition, we also have another simulator that is being installed in Zaria for this year. The simulator is for firemen. It is automatic fire simulator. As you may be aware, we have never had fire simulator in Nigeria in spite of the number of firemen that we have in this country, all these years, we have been sending our firemen to Cameroon for training. So, this administration felt it is more economical for us to have our own simulator here in Nigeria and this decision was taken to house it here because we have the land. The simulator is being built in the United Kingdom.
"
As you know, the Federal Airports Authority of Nigeria (FAAN) has gotten firemen in every airport and you can imagine the number of firemen that require training and retraining. We also expect people from the Federal Fire Service to make use of this simulator. We also intend to incorporate some of our cabin crew training into the use of this simulator because you can simulate cabin fire, cabin smoke, lavatory smoke and the likes with this equipment. So, it is very ideal for us to have it here in Zaria."

In his welcome address, BASL’s Group Executive Director (GED), Mr Rodger Whittle said, coping with the task of establishing and maintaining a safe and secure environment is a continuous duty that demands collective responsibility. The challenges on the Nigerian road networks, according to him, are precariously enormous and without doubt, requires a lot of support beyond the confines of operations of regular marshals of the FRSC, stating that this is why this initiative of establishing the Special Marshal unit is indeed a laudable one and should be encouraged.
Whittle stated further that as a responsible organization and a leading brand within the aviation sector, this presents yet another opportunity; amongst many, for BASL to contribute its quota to national development within the ambits of the mandate of Federal Road Safety Corps (FRSC). “We have professionals of diverse fields and capacities across the BASL company present here today, who have volunteered and are committed to be part of this commission; in order to contribute meaningfully to societal safety of lives and property.
